Certified Payroll / Davis-Bacon

Certified payroll is the weekly payroll reporting requirement on federally funded (and many state-funded) construction projects covered by the Davis-Bacon Act — contractors have to certify, on Form WH-347, that every worker on the job was paid at least the prevailing wage determined for their trade and location. It's not just a payroll run with extra paperwork; it's a legal compliance record the contractor is certifying under penalty of perjury.

Why Davis-Bacon compliance is harder than regular payroll

Prevailing wage isn't one number — it's a wage determination specific to the trade, the classification within that trade, and the job's location, and it can include a fringe benefit rate on top of the base wage. Getting it wrong isn't just a payroll error; it can mean real penalties, withheld payments, or disqualification from future federal work. Cross-referencing every worker, every week, against the right wage determination by hand is exactly the kind of repetitive compliance work that's easy to get wrong under deadline pressure.

What real certified payroll support requires

The wage determination has to be checked against the right worker classification, the burdened cost (not just gross wages) has to be calculated correctly, and the WH-347 form itself has to come out right — every week, for every worker, on every covered job. Software that just prints a generic payroll report and calls it "certified" isn't actually doing the compliance work.
