On a federally funded job, payroll isn’t only payroll. Every week the contractor has to certify, on Form WH-347, that each worker was paid at least the prevailing wage for their trade and classification in that location. It’s a legal record signed under penalty of perjury, and a mistake can mean withheld payments, penalties, or losing future public work. Most small contractors still do it by cross-checking a wage determination sheet against a payroll report, every week, by hand.
